Resurs 2.0 – new regulations of the Technical Supervision Office.

The end of the previous year brought changes for manufacturers and users of Middle Transport Equipment (UTB). On 6 December 2018, a new regulation of the Minister of Entrepreneurship and Technology on technical conditions for technical supervision in the field of operation, repair and modernization was introduced, which applies to all UTB equipment subject to technical supervision.

We know some definitions of RESURSU However, the most pictorial term seems to be Lifeequipment. This “life” is defined by the number of cycles and loading conditions of UTB during the intended service life.

The operation cycle of the device includes:

  • lifting of cargo,
  • delivery of it to the place,
  • and leaving at the destination.

Although all these terms seem complicated, the resurs itself is not something complex, although it requires an exploitative change in the organization of work.

The service life shall be determined by the device manufacturer, while the operator must ensure that a special review is carried out after that period. This review must be carried out by a maintainer with appropriate UDT privileges. It gives us the answer to whether the UTB device can still be in use. The scope of this review shall be determined by the device manufacturer.

The next step is to perform a special service that aims to bring the machine to a condition where it can be safely used. Such service should always be completed by calculating the next resurs for a given machine.

For example, one of the manufacturers of lift tables determines the reurs of their devices for 10 years on the assumption that it will work with max capacity. 20 cycles per hour for single shift operation. However, this does not mean that after this period the lift table will be decommissioned. If the operator complies with the manufacturer’s instructions for use and maintenance, or uses a lift table at a lower frequency under favourable operating conditions, it may extend this service life. This can be confirmed by a lift table that was produced in 1982 and is still used by its owner.

Thus, the new duty of the operator is to estimate and operate the “time” of the device. Where this is possible to be checked by reading from work counters or other recorders. Then the evaluation is most accurate.

In the absence of such data, estimates should be made on the basis of available methods based on good engineering practice.

The work frequency and load to be carried shall be recorded closely. Driving such the documentation is necessary for the positive reception of the device by the UDT inspector. When repairing UTB, it is necessary to submit a record of the use of resurs, as it is necessary to make sure that the damage was not caused by achieving resurs.

Fortunately, the Technical Inspection Office did not leave users without support and on its website published a guide “UDT guidelines for the operation of close transport equipment – issue 2, December 2019” – download at udt.gov.pl

But instead of worrying about a document that has more than 150 pages, We offer you comprehensive support in terms of determining the benefits and performing a special review by qualified conservationists PS Liftwith the necessary UDT privileges.
